It's located near the Shop Rite construction site that has been sitting idle for six months. The traffic light regulates traffic at an intersection between 31 and a road that is not even used. The road isn't used because Shop Rite is not allowed to continue construction due to a permit procedural technicality (according to the Warren Reporter). Not quite the same as the mismanagement you've cited above, but local government ineptitude is at times more frustrating to me than federal.
