		<description>This morning was the first day that the new traffic light on 31 is operational.  It&#039;s located near the Shop Rite construction site that has been sitting idle for six months.  The traffic light regulates traffic at an intersection between 31 and a road that is not even used.  The road isn&#039;t used because Shop Rite is not allowed to continue construction due to a permit procedural technicality (according to the Warren Reporter).

Not quite the same as the mismanagement you&#039;ve cited above, but local government ineptitude is at times more frustrating to me than federal.</description>
